Eliminates state assessments in English language arts and mathematics for ninth-grade students, reducing testing from grades 3-9 to grades 3-8.

Repeals the requirement to administer state social studies assessments; removes language requiring assessments once in elementary, middle, and high school.

Removes the section requiring the Department of Education to apply for a federal waiver to satisfy high school assessment requirements through ninth-grade testing.

Amends assessment selection statute to remove social studies from the list of subjects the department must investigate and review for state assessments.

Takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
