Allows the Colorado Student Loan Program to enter into an agreement with the Department of Higher Education or another state entity to administer all or part of the College Opportunity Fund Program effective July 1, 2015.

Modifies statutory language to clarify that the College Opportunity Fund Program "is administered" by the Colorado Student Loan Program while permitting alternative contracting arrangements.

Adds new subsection (4) to Colorado Revised Statutes 23-3.1-106 to authorize the Student Loan Program's contracting authority for administering the College Opportunity Fund Program.

Maintains the College Opportunity Fund as a trust fund providing stipends to eligible undergraduate students attending state or participating private institutions of higher education at fixed rates per credit hour.

Designated as an emergency measure with a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
