Repeals Colorado Revised Statutes section 4-9-527, which required the Secretary of State to submit an annual report by June 30 to the governor and legislature on filing-office operations.

Eliminates the requirement to report on the extent to which Colorado's filing-office rules differ from rules in other jurisdictions that enact substantially similar uniform commercial code provisions and the reasons for those variations.

Eliminates the requirement to report on the extent to which Colorado's filing-office rules differ from the most recent model rules promulgated by the International Association of Commercial Administrators and the reasons for those variations.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
