Colorado School of Mines shall use fee-for-service contract funding beginning in fiscal year 2011-12 for merit-based scholarships, need-based financial aid, and graduate student support for in-state students

Funding must also support services and programs designed to enhance student success, including advising, counseling, academic support, and career services

Funding must support precollegiate programs and services designed to increase participation in science, technology, engineering, and math fields and enrollment at the school

By no later than fiscal year 2020-21 and each fiscal year thereafter, all fee-for-service funding shall be used for these three specified purposes, except as otherwise provided in subsection (2)(b)

Act takes effect August 9, 2017, or upon approval by voters at the November 2018 general election if a referendum petition is filed
