• Creates a new crime prohibiting federal employees acting under color of law from depriving range allotment owners of property rights related to their allotments, including rights to possess, use, dispose of, exclude others from, or defend the allotment.

• Requires that the deprivation violate due process or constitute a physical or regulatory taking without just compensation to constitute a violation.

• Classifies violation as an unclassified felony punishable by fine up to $500,000 and imprisonment up to 5 years, or both, for each separate offense.

• Deems federal employees committing such violations to be acting outside the scope of federally delegated authority and outside protection of federal immunity from state prosecution.

• Provides range allotment owners a private right of action against violating federal employees to recover damages for losses suffered.
