Requires the Office of the State Auditor to conduct performance audits of correspondence sent to Medicaid clients during 2020 and 2023, with discretionary audits in subsequent years if chosen by the State Auditor.

Defines "client correspondence" as communications regarding approval, denial, termination, or changes to Medicaid eligibility, benefits, or requests for additional information.

Audit scope includes reviewing data on customer service contacts related to client confusion, accuracy of correspondence at generation, compliance with state and federal notice requirements, testing processes, and accuracy of income and household composition information.

If audit findings identify inaccurate information in client correspondence, the audit must identify the source of the inaccuracy, which may include computer system issues, county input errors, or applicant errors.

Audit reports with findings, conclusions, and recommendations must be submitted by December 30, 2020, December 30, 2023, and December 30 of any year an audit is conducted to the Legislative Audit Committee, Joint Budget Committee, and relevant House and Senate committees.
