Excludes money allocated to the Division of Parks and Wildlife from lottery proceeds from the definition of "cash fund" under capital construction funding requirements.

Requires the General Assembly to include an annual depreciation-lease equivalent payment line item in the operating section of the annual general appropriation act for state agencies that receive cash fund capital construction appropriations.

Applies to state agencies that receive capital construction appropriations from cash funds starting with the 2018-19 annual general appropriation act and all subsequent years, excluding information technology projects.

Takes effect August 9, 2017, or upon voter approval if a referendum petition is filed, with approval required at the November 2018 general election.
