HB17-1146: Parents' Rights for Children

• Allows qualified school employees to dispense over-the-counter medications to students with written general authorization from parents or legal guardians for a specified academic year.

• Grants criminal and civil immunity to school employees who dispense over-the-counter medications in compliance with written parental authorization and school district policy.

• Extends the same medication dispensing authority and immunity protections to child care providers, including employees and relatives in unlicensed facilities, with written parental authorization for a specified time period.

• Establishes parental right to opt out of collection and storage of any type of data related to their child by local education providers.

• Takes effect August 9, 2017, or upon voter approval in November 2018 if a referendum petition is filed.
