HB17-1147 Summary

• Adds section 17-27-101.5 to Colorado Revised Statutes to define the purposes of community corrections programs

• Establishes four primary purposes: furthering sentencing goals and improving public safety through research-based policies and practices; preparing and assisting individuals transitioning from incarceration back to communities through local corrections boards; setting individualized supervision conditions and providing services to address identified risks and needs; and achieving successful discharge through risk reduction and compliance with placement conditions

• Takes effect on August 9, 2017, or 90 days after final adjournment of the general assembly, whichever is later

• Subject to referendum petition; if challenged, the act will not take effect unless approved by Colorado voters at the November 2018 general election
