Defines electrical assisted bicycles as vehicles with two or three wheels, fully operable pedals, and electric motors not exceeding 750 watts, and classifies them into three categories: Class 1 (pedal-assist only, 20 mph cutoff), Class 2 (throttle-assist, 20 mph cutoff), and Class 3 (pedal-assist only, 28 mph cutoff).

Exempts electrical assisted bicycles from vehicle registration requirements and motor vehicle definitions under Colorado law.

Requires manufacturers to permanently affix labels on new electrical assisted bicycles indicating classification number, top assisted speed, and motor wattage in at least nine-point Arial font, and prohibits knowingly modifying bicycles without updating labels accordingly.

Permits Class 1 and Class 2 electrical assisted bicycles on bike or pedestrian paths where bicycles are authorized, but restricts Class 3 bicycles to street/highway paths or where locally permitted; prohibits riders under 16 years old from operating Class 3 bicycles and requires helmets for all riders under 18 on Class 3 bicycles.

Establishes technical requirements including brake motor disengagement for Class 2 bicycles, speedometer display for Class 3 bicycles, and compliance with U.S. Consumer Product Safety Commission standards.
