Clarifies that high occupancy vehicle (HOV) lanes are reserved for toll-free use by vehicles carrying 2 or more individuals, including the driver.

Specifies that high occupancy toll (HOT) lanes are for vehicles carrying fewer than 2 individuals and must pay a toll to use these lanes.

Requires CDOT to prioritize unfunded Interstate 25 capacity expansion projects between Castle Rock and Monument, and between State Highway 14 and State Highway 66 above all other unfunded projects.

Directs CDOT to allocate all discretionary federal transportation funds to the designated I-25 projects before funding other projects.

Requires any environmental or other studies needed before I-25 projects begin to be completed within 6 months of the bill's effective date, with findings prohibited from preventing project implementation.
