Prohibits licensed physicians specializing in psychiatry and licensed or registered mental health care providers from engaging in conversion therapy with patients under 18 years of age.

Defines "conversion therapy" as any practice seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate sexual or romantic attraction toward individuals of the same sex.

Excludes from the definition psychotherapies that provide acceptance and support for identity exploration and development without seeking to change sexual orientation or gender identity, and therapies assisting persons undergoing gender transition.

Makes engaging in conversion therapy with a minor under 18 years old constitute unprofessional conduct and a prohibited activity subject to disciplinary action by the appropriate licensing board.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017), unless subject to a referendum petition requiring approval by voters in November 2018.
