• Requires the state highway access code to consider the provision of reasonable access to and from state highways and adjoining businesses when addressing driveway design and location.

• Requires the issuing authority to grant variances from the state highway access code if necessary for public convenience, safety, and welfare and consistent with access regulations.

• Specifies that denial of a variance that would deny reasonable access to a business adjoining a divided state highway and the far side of that highway may constitute a taking requiring just compensation under eminent domain provisions of state law and the Colorado Constitution.
