Amends the definition of "service area" for business improvement districts to require that service areas only include locations that already have existing businesses.

Removes the prior exception that allowed municipalities to include areas designated for new business or commercial development within a district's service area.

Maintains the existing requirement that at least 50 percent of a district's service area must have been developed and used as commercial property prior to district creation.

Applies to service areas established or modified on or after the bill's effective date (August 9, 2017, or date of voter approval if subject to referendum).
