HB17-1175 Summary

• Requires barbers, hairstylists, cosmetologists, estheticians, and nail technicians to complete one hour of domestic violence and sexual assault awareness training as a condition of first license renewal or reinstatement.

• Subsequent renewals allow voluntary participation in the same one-hour training course.

• Exempts licensed professionals and their employers from mandatory reporting requirements and grants them immunity from civil or criminal liability for reporting or failing to report potential domestic violence or sexual assault.

• Directs the director to designate training providers, establish training standards in consultation with statewide domestic violence and sexual assault victim service organizations, and determine if remote training is permitted.

• Takes effect June 30, 2018, subject to voter approval if a referendum petition is filed within 90 days of final adjournment.
