Creates new subsection (1.9) allowing service retirees who are teachers, school bus drivers, or school food services cooks to work unlimited hours in calendar year without benefit reduction if hired by rural school districts with 6,500 or fewer students.

Limits rural school district hiring provision to districts designated as rural by the Department of Education based on geographic size and distance from urbanized areas, and only when district determines critical shortage exists.

Restricts employment period to maximum of six consecutive years and prohibits teachers from being rehired by their last employer for two years after retirement.

Requires employers to notify the Public Employees' Retirement Association upon hiring service retirees and provide full employer and working retiree contributions to the association.

Automatically repeals this employment extension for rural school districts on July 1, 2023, and requires the association to submit a report by December 1, 2020 on the provision's effectiveness in addressing teacher and staff shortages.
