Reduces state assessment requirements by moving the assessment for ninth-grade students from a separate test to a single statewide end-of-year assessment aligned with the tenth-grade state assessment.

Requires the Colorado Department of Education to select and the state to pay for administering the ninth-grade assessment, with local education providers administering the assessment during the spring semester on a schedule set annually by the department.

Eliminates the previous requirement for the department to apply for a federal waiver to use ninth-grade assessments to satisfy federal high school assessment requirements.

Decreases the cash funds appropriation to the Department of Education for the Colorado student assessment program by $642,786 for the 2017-18 fiscal year from the state education fund.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
