Reduces training hour requirements for cosmetology license applicants from 1,800 contact hours to 1,500 contact hours

Reduces training hour requirements for barber license applicants from 1,500 contact hours to 1,500 contact hours

Allows applicants to meet requirements through fifty credits as defined by institutional accreditation requirements, Colorado Commission on Higher Education full-time equivalent clock-to-credit hour requirements, or Department of Education accreditation requirements as alternatives to contact hours

Directs the state director to promulgate rules implementing these changes to the Barber and Cosmetologist Act

Takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election
