Allows special districts with five-member boards to increase to seven members through board resolution adoption and approval by county commissioners or municipal governing body that approved the service plan.

Requires board consideration of the increase at a public meeting with published notice of time, place, and date, with public input allowed.

Establishes that if county commissioners or municipality do not notify the district within 45 days that the increase is a material modification of the service plan, the board files with the court for an ex parte order establishing the new board size.

Two additional directors are elected at the next regular or special election, serving staggered initial terms of one and two years respectively, then four-year terms thereafter.

Prohibits any special district that increases to seven members from reducing back to a five-member board.
