Requires inspectors for the state, incorporated towns or cities, counties, city and counties, or qualified state institutions of higher education to verify compliance with plumbing licensing and apprentice requirements under sections 12-58-105 and 12-58-117.

Mandates that each plumbing project inspection include a contemporaneous review to ensure compliance with licensure and apprentice requirements, which may include full or partial review of licensed plumbers and apprentices on the job site.

Requires each regulating entity employing inspectors to develop standard procedures advising inspectors how to conduct contemporaneous reviews, though procedures need not require such review for every inspection as long as inspectors can verify compliance at any time.

Directs all entities, including the state, to post their current procedures regarding contemporaneous reviews in a prominent location on their public websites.

Allows inspectors to file complaints with the board for violations of plumbing licensing requirements.
