• Requires the Division of Motor Vehicles to make available beneficiary designation forms allowing vehicle owners to designate a beneficiary to receive title upon the owner's death.

• Forms must be properly executed and notarized, and the beneficiary may present the form to the Division along with a death certificate to obtain a new certificate of title.

• Personal representatives of deceased vehicle owners and successors are not liable for obtaining or transferring title if they lack actual knowledge of a valid, unrevoked beneficiary designation form.

• Vehicle title transfers pursuant to this process are exempt from Colorado Probate Code provisions and are not considered testamentary transfers.

• Beneficiary designation forms must be available at all Division offices open to the public and on the Division's public website.
