Creates a gray and black market marijuana enforcement grant program in the Division of Local Affairs to fund investigation and prosecution of unlicensed marijuana cultivation and distribution operations.

Prioritizes grant awards to rural areas with limited law enforcement resources, large-scale unlicensed operations, organized crime investigations, and operations diverting marijuana out of state.

Amends criminal law to prohibit individuals from growing marijuana plants on behalf of another person unless they are the primary caregiver and in compliance with medical marijuana caregiver requirements.

Appropriates $5,945,392 from the marijuana tax cash fund for the 2017-18 fiscal year, including $5,919,036 for the grant program and additional funds for IT and legal services.

Requires annual reporting to legislative committees on grant program effectiveness beginning November 1, 2019, with reporting continuing indefinitely.
