Adds unlawful act under Colorado Food and Drug Act prohibiting possession, sale, dispensing, giving, receiving, or administration of adulterated, misbranded, or counterfeit drugs or devices.

Defines "counterfeit drug" as a drug or its container/labeling that falsely bears the trademark, trade name, or identifying mark of a manufacturer, processor, packer, or distributor other than the actual one who produced it.

Establishes civil fine penalty of not less than $1,000 and not more than $10,000 for each violation of the unlawful act.

Requires fines collected under this section to be deposited into the state General Fund.

Declares the act necessary for immediate preservation of public peace, health, and safety.
