Requires the Transportation Legislation Review Committee to hold a hearing on or before December 1, 2017, examining the potential costs and benefits of Colorado retail electric service providers participating in a regional transmission organization.

Directs the hearing to address impacts on participating providers, non-participating providers, and retail or wholesale customers, with consideration of both advantages and disadvantages.

Mandates the committee to invite Public Utilities Commission members, Colorado electric service provider representatives, and regional transmission organization representatives to participate in a panel discussion.

Allows the public to submit written questions to be asked of panel members by the committee chair, with the chair determining the number and order of questions presented.

Automatically repeals the statute effective July 1, 2018, making this a temporary study measure for the 2017 interim period.
