Designates daylight saving time (one hour advanced from Mountain Standard Time) as Colorado's year-round standard time, eliminating the current biannual time changes.

Requires approval by Colorado voters at the November 6, 2018 general election through referendum with the ballot title: "Shall the standard time in Colorado be permanently advanced by one hour if other states in the Mountain Time Zone also adopt year-round daylight saving time?"

Takes effect on the first Saturday of November in the year that all states wholly or partially in the Mountain Time Zone receive approval from the U.S. Department of Transportation to observe year-round daylight saving time.

Prohibits the time from being advanced pursuant to 15 U.S.C. Section 260(a), requiring adherence to federal permanent daylight saving time requirements.
