HB 17-1227 Summary

• Extends demand-side management (DSM) goals for investor-owned electric utilities in Colorado, establishing a new compliance period beginning January 1, 2019.

• Sets energy savings and peak demand reduction goals at a minimum of 5 percent of the utility's retail system peak demand (measured in megawatts) and 5 percent of retail energy sales (measured in megawatt-hours), with 2018 as the base year.

• Requires utilities to meet the extended goals by 2028, with DSM measures installed starting in 2019, and allows the Public Utilities Commission to establish interim goals and revise targets as appropriate.

• Takes effect August 9, 2017, unless a referendum petition is filed, in which case the act requires voter approval at the November 2018 general election to take effect.
