Authorizes electric and natural gas public utilities to provide motor vehicle charging and fueling station services as either regulated or unregulated services, with cost recovery allowed for regulated services.

Establishes a process for utilities to file applications with the Colorado Public Utilities Commission for alternative fuel vehicle infrastructure programs within their service areas.

Allows electric utilities to earn a return on investments at their most recent approved rate of return on equity, and natural gas utilities to earn returns based on weighted average cost of capital.

Requires costs for alternative fuel programs to be recovered from all customers in a manner similar to distribution system investment recovery.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017), subject to referendum petition provisions.
