Department of Health Care Policy and Financing shall annually prepare a written hospital expenditure report in consultation with the hospital provider fee oversight and advisory board detailing uncompensated hospital costs and expenditure categories.

Each general hospital in Colorado must submit hospital cost reports to federal Centers for Medicare and Medicaid Services, annual audited financial statements (or consolidated statements if part of a group with separate hospital identification), and utilization and staffing information.

Hospital expenditure report must include analysis methods and definitions, uncompensated care costs, and percentages that various expense categories contribute to overall hospital expenses, including inpatient/outpatient care delivery, administrative costs, capital construction, maintenance, equipment and technology, personnel services, and uncompensated care.

State department shall submit the annual report on or before January 15 each year to legislative committees, the governor, joint budget committee, and the state board, and shall post reports on the department's website; the reporting requirement continues indefinitely.

Act takes effect August 9, 2017, subject to potential referendum petition and approval by voters in November 2018.
