Authorizes the state personnel director or designee to enter into agreements with local governments to provide health benefits to their employees through state employee group benefit plans.

Defines "local government" as counties, cities and counties, municipalities, special districts, school districts, or any other political subdivision of the state.

Permits the state personnel director to promulgate rules and establish financial or other conditions for local governments to participate in the group benefit plans.

Specifies that local governments are not required to offer health benefits through the state employee group benefit plans.

Takes effect 90 days after final adjournment of the general assembly (August 9, 2017), subject to referendum petition procedures.
