Relocates laws governing public establishments (hotels, restaurants, inns) from Title 12, Article 44 to Title 6, Article 25 as part of organizational recodification with nonsubstantive amendments.

Renumbers and consolidates hotel and restaurant provisions (formerly 12-44-101 to 12-44-112) into new sections 6-25-101 to 6-25-113, covering definitions, fraud, innkeeper liability, and guest property protections.

Relocates innkeepers' rights provisions (formerly 12-44-301 to 12-44-302) into new sections 6-25-201 to 6-25-202, addressing innkeepers' right to refuse service and require payment verification from minors.

Updates cross-references in Title 18 (criminal law) to reflect the relocation of fraud and accommodation statutes from section 12-44-102 to section 6-25-103.

Takes effect August 9, 2017, subject to referendum petition procedures; Governor Hickenlooper signed the bill.
