HB 17-1251 Summary

• Exempts multiple higher education reporting requirements from Colorado's sunset law (Section 24-1-136) by adding "notwithstanding" clauses to preserve ongoing reports to the General Assembly and joint budget committee.

• Eliminates the requirement for the commission to report every four years on reorganizing the structure of public higher education in Colorado.

• Preserves mandatory annual or periodic reports on student fees, capital improvements, admission standards, basic skills courses, scholarship programs, performance contracts, investment activities, and customized training programs.

• Makes the bill subject to referendum petition within 90 days after final adjournment; specific sections take effect only if Senate Bill 17-297 does not become law.

• Takes effect August 9, 2017, or upon voter approval if a referendum petition is filed (with approval required in November 2018 election).
