Amends Colorado Revised Statutes 28-5-703(3) to modify the Board of Veterans Affairs' reporting requirements to the General Assembly.

Removes the automatic repeal provision that would have eliminated the Board's annual reporting requirement on the status of all programs providing services to Colorado veterans.

Requires the Board to continue submitting annual reports on or before December 31 each year regarding veteran services programs, including recommendations for changes to policies, procedures, or law.

Effective date: August 9, 2017, subject to referendum petition provisions that would require voter approval in November 2018 if challenged.
