Clarifies that the mandatory 1,000-foot minimum distance requirement for newly permitted oil and gas production facilities and wells must be measured from the school property line, not from the school building.

Defines "production facility" to include storage, separation, treating, dehydration, compression, pumping, metering, and other equipment directly associated with oil wells, gas wells, or injection wells.

Exempts existing oil and gas facilities and wells that are already actively in use or permitted from the 1,000-foot distance requirement if a school commences operations near them.

For school district property, applies the distance requirement only to actively used school buildings and their parcels, outside areas used for school activities (playgrounds, athletic fields), and property where a school building is planned within five years of a new facility application.

Applies retroactively only to production facilities and wells permitted on or after the effective date of the act.
