Exempts 15 reporting requirements from Colorado's sunset law (section 24-1-136(11)(a)(I)), allowing Department of Natural Resources reports to continue indefinitely instead of being scheduled for repeal.

Reports made permanent include: capital project balances, species conservation eligibility lists, property acquisitions, fund expenditures, game damage issues, aquatic nuisance species efforts, and Great Outdoors Colorado trust fund accounting.

Standardizes language across statutes by replacing "moneys" with "money" and updating cross-references to subsection numbers in water conservation and land commissioner reporting provisions.

Requires annual reports to be submitted to appropriate legislative committees including agriculture, natural resources, energy, and budget committees by specified deadlines (ranging from January to November).

Takes effect 90 days after final adjournment of the 2017 legislative session unless subject to a referendum petition, in which case it requires voter approval at the November 2018 general election.
