Establishes campaign contribution limits for Colorado county office candidates (county commissioners, clerks and recorders, sheriffs, coroners, treasurers, assessors, and surveyors) for the first time under the Fair Campaign Practices Act.

Sets maximum aggregate contributions at $1,250 per election (primary and general combined) from individuals or entities other than small donor committees or political parties.

Allows small donor committees to contribute up to $12,500 per election and political parties to contribute up to $22,125 per applicable election cycle to county office candidates.

Requires contribution limits to be adjusted for inflation using the same method as other state constitutional contribution limits.

Appropriates $10,000 to the Department of State for 2017-18 to implement the act through information technology services, with an effective date of August 9, 2017, subject to potential referendum petition.
