HB 17-1261 Summary

• Requires any person expending $1,000 or more per calendar year on electioneering communications or regular biennial school electioneering communications to include their name as a disclaimer in the communication according to existing independent expenditure requirements.

• Expands the definition of "electioneering communication" to include communications broadcast, printed, mailed, delivered, or distributed between the primary election and general election, in addition to those meeting the constitutional definition.

• Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 9, 2017, if sine die adjournment occurs May 10, 2017), subject to referendum petition.

• Applies to the portion of any election cycle or calendar year remaining after the effective date and to any election cycle or calendar year commencing after the effective date.
