Expands the definition of "electioneering communication" in Colorado's Fair Campaign Practices Act to include communications broadcast, printed, mailed, delivered, or distributed between the primary election and the general election.

Requires persons expending $1,000 or more per calendar year on electioneering communications to disclose the amount expended and names and addresses of contributors exceeding $250 per year.

Applies the expanded disclosure requirements to communications that satisfy all other constitutional requirements but occur during the primary-to-general election period (previously only the 30 days before primary and 60 days before general election triggered disclosure).

Takes effect at 12:01 a.m. on August 9, 2017, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required.

Applies retroactively to any portion of an election cycle or calendar year remaining after the effective date and to all subsequent election cycles and calendar years.
