Expands Colorado's ombudsman program to include local PACE (Program of All-Inclusive Care for the Elderly) ombudsmen in addition to existing long-term care ombudsmen.

Establishes a "local PACE ombudsman" position trained and designated by the state PACE ombudsman to serve in areas where PACE programs operate and represent the state ombudsman's office.

Requires PACE programs to post notices at all facilities and provide written notice to all participants with contact information for both the state PACE ombudsman and the nearest local PACE ombudsman.

Grants local PACE ombudsmen access to PACE centers, participant residences, and records upon presentation of identification cards to effectively investigate complaints and advocate for participant health, safety, welfare, and rights.

Appropriates $75,000 from the general fund to the Department of Human Services for the 2017-18 fiscal year to implement the expanded ombudsman program.
