Increases the amortization equalization disbursement for judicial division employers to 3.4% of total payroll beginning January 1, 2019, with additional increases of 0.4% annually through 2023.

Increases the supplemental amortization equalization disbursement for judicial division employers to 3.4% of total payroll beginning January 1, 2019, with additional increases of 0.4% annually through 2023.

Establishes that payroll calculations include all members of the Public Employees' Retirement Association and any amounts paid for retiree employment under specified statute sections.

Maintains existing provisions that reduce disbursement rates by 0.5% when the actuarial funded ratio reaches 103% or higher, and increase rates by 0.5% if the ratio drops below 90%, with a maximum cap of 5% for each disbursement type.

Takes effect August 9, 2017, or upon voter approval at the November 2018 general election, whichever applies based on any referendum petition filed during the ninety-day period following final adjournment.
