Changes the criteria for state board designation of school districts as "districts of innovation" from denying plans that "decrease academic achievement" to requiring plans that "enhance educational opportunity, standards, and quality" within innovation schools or zones.

Modifies the waiver process so the state board shall grant additional waivers or changes to existing waivers if they determine the new or changed waivers would enhance educational opportunity, standards, and quality and are fiscally feasible.

Maintains the requirement that local school boards demonstrate consent from a majority of teachers, administrators, and school advisory committee members for each affected public school when requesting new or changed waivers.

Takes effect at 12:01 a.m. on August 9, 2017, unless a referendum petition is filed, in which case the bill requires approval by voters at the November 2018 general election.
