Renames Article 16.5 from "Pollution Prevention Act of 1992" to "Pollution Prevention and Waste Diversion Act" to reflect expanded focus on waste diversion initiatives.

Requires landfills to begin collecting data in 2018 and report quarterly starting in 2019, distinguishing between municipal and nonmunicipal solid waste and tracking waste origin by county.

Encourages counties and cities and counties to collect and report annual data on solid waste generation and diversion efforts beginning in 2018 and 2019 respectively.

Directs the Department of Public Health and Environment to establish voluntary waste diversion goals by July 1, 2020 for the next twenty years, with separate goals for statewide, rural, and urban areas.

Appropriates $38,011 to the Colorado Office of Economic Development and $70,264 to the Department of Public Health and Environment for 2017-18, funded from the Recycling Resources Economic Opportunity Fund.
