Requires the state treasurer to deposit $1 million annually from insurance premium tax proceeds into the local firefighter safety and disease prevention fund for each of three fiscal years beginning July 1, 2017.

Amends Colorado Revised Statutes Section 10-3-209 to establish this dedicated funding stream for the firefighter fund as a separate deposit requirement from general fund revenues.

Requires the division to annually report on the use of transferred funds to the Department of Local Affairs, Office of State Planning and Budgeting, and the General Assembly.

Updates statutory language throughout related fund statutes to replace "moneys" with "money" and clarify the firefighter fund as a source of revenue alongside wildfire preparedness and emergency response funds.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
