Amends Colorado Revised Statutes 15-14-412.8 to conform disability trust requirements to federal "21st Century Cures Act" standards

Expands who may establish a disability trust for individuals under age 65 who are disabled as defined in federal law to include the individual's grandparent and guardian, in addition to the individual, parent, or court

Changes language from "by" to "THE INDIVIDUAL, the individual's parent, THE INDIVIDUAL'S grandparent, THE INDIVIDUAL'S guardian, or by the court" to clarify all eligible trust founders

Applies to disability trusts used for establishing or maintaining a person's resource eligibility for medical assistance

Declares the act necessary for immediate preservation of public peace, health, and safety
