• Creates a Strategic Planning Legislative Steering Committee with 12 members from the General Assembly to develop a statewide vision for education and strategic plan to achieve that vision.

• Establishes an Executive Advisory Board with representatives from the Department of Education, Department of Higher Education, early childhood leadership, and governor's office, plus a Statewide Advisory Board representing diverse education stakeholders.

• Requires the steering committee to contract with a nonprofit, nonadvocacy organization as facilitator to conduct public outreach, hold meetings, and provide research support across four phases: reviewing existing input and research; implementing public engagement; drafting vision and strategic plan; and adopting and overseeing implementation.
