Increases annual compensation for special district directors serving terms commencing on or after January 1, 2018, from $1,600 to $2,400 per year, with per-meeting compensation increasing from $75 to $100.

Defines "special meetings" to include study sessions where a quorum is present and proper notice is given, but no official board action can be taken.

Directors serving terms prior to January 1, 2018, may receive up to $1,200 annual compensation payable at $100 per meeting attended.

Updates the definition of "public office" for reporting purposes to include special district elective offices with annual compensation exceeding $2,400.

Takes effect August 9, 2017, unless subject to a referendum petition, in which case it requires voter approval at the November 2018 general election.
