Amends Colorado Revised Statutes 24-50-104 to change the deadline for the state personnel director to submit the annual compensation report from August 1 to September 15, effective 2017 and each year thereafter.

The annual compensation report must include recommendations and estimated costs for state employee compensation covering salaries, group benefit plan contributions, and merit pay, submitted to the governor and joint budget committee.

Report recommendations must consider compensation survey results, fiscal constraints, recruitment and retention ability, appropriate compensation adjustments, and implementation costs from related statutes.

The annual compensation report must include results of public and private employer surveys on prevailing total compensation and explain any deviations from prevailing compensation recommendations.
