School districts cannot withhold student records required for enrollment in another school or institution of higher education, or withhold diplomas, transcripts, or grades due to unpaid fines, fees, or failure to return school property.

School districts must make reasonable efforts to collect payments through alternative methods, including payment plans or student service work, if a student is unable to pay.

School districts may still refuse to allow students to participate in graduation or continuation ceremonies if they have not returned textbooks or library resources prior to the ceremony date.

The restrictions apply to traditional school districts, charter schools, institute charter schools, and boards of cooperative services.

The bill does not limit a school district's authority to collect debt through other legal means.
