Amends Colorado Revised Statutes 24-31-310 to expand eligible uses of the P.O.S.T. board cash fund to include training for military law enforcement personnel stationed in Colorado, in addition to existing peace officer training.

Clarifies that money collected and transferred to the P.O.S.T. board cash fund must be used to provide training programs for Colorado peace officers and military law enforcement personnel, with emphasis on rural and smaller jurisdictions with limited resources.

Changes statutory language from "moneys shall" to "money must" for consistency in describing fund usage and distribution requirements.

Takes effect on August 9, 2017, or 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval at the November 2018 general election is required.
