• Creates the Justice Reinvestment Crime Prevention Initiative to fund crime prevention and community development programs in North Aurora and Southeast Colorado Springs through savings generated by parole reforms.

• Reforms parole revocation procedures by reducing maximum confinement periods from 180 days to 30-90 days for certain nonviolent offenders and creating new options for community-based placements instead of incarceration.

• Establishes a Parole Savings Fund to receive money saved from reduced incarceration costs and appropriates $5,865,182 for fiscal year 2017-18, including $1 million for small business lending and $3 million for community grants.

• Directs the Division of Local Government to implement a small business lending program through community development financial institutions and a grant program administered by community foundations in target neighborhoods.

• Grants initiative scheduled for repeal on September 1, 2020, subject to legislative review and public approval through referendum petition process.
