Prohibits state agencies and state political subdivisions from knowingly assisting or aiding federal agencies or agencies of other states in arresting Colorado citizens for acts protected by the Colorado Constitution.

Prohibits state agencies and state political subdivisions from knowingly assisting or aiding federal agencies or agencies of other states in violating a Colorado citizen's Colorado constitutional rights.

Defines "Colorado constitutional right" as any right enumerated in the Colorado Constitution that has not been declared unconstitutional by a federal or Colorado appellate court.

Creates new Article 78.5 in Title 24 of the Colorado Revised Statutes to codify these protections.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
